if no one we move on >> the watershed management program update. how you doing sarah? >> i'm brian. good afternoon brian i'm acting atm. i'd like to introduce sarah who will be giving us an updates on the management program. she has a few slides for you. >> thank you. >> all right. good afternoon, commissioners. thanks brian.

i'm sarah i'm here to give all on update on the storm water ordinance. when we passes the ordinance in 2010 staff commented to come back to let you all know how it's going. is ordinance is implement by wastewater urban watershed program. and just a reminded what the program goals are. our goals are to use green infrastructure to help protect our collection system and increase its capacity. we want to reduce the amount of power in chemicals to manage storm water and to provide those benefits and coordinate with the

agencies. we have a multiple approach. we also do watershed and policy development at the citywide scale and try to do community scale level work. and the goal there is to start stacking those policies and prajz together to get benefits from our neighborhood and the collection system. you can see this slide here is our capital efforts that help our system. the storm management contribution is in blue. we expect over the next 20 years the implementation of this

ordinance we would expect to see 1 hundred and 50 million gallons and a 20 percent reduction in pollution in the water storm. those are coming out of the capital projects to the regulatory pie. and for those commissioners who were not here when the water storm ordinance went forward this was enacted in 2010. the threshold is 5 thousand feet. and it requires that we have cities turn in a storm water design. it's the implementation program. it explains what the requirements are what the

performance measures are and provides many useful you tools as they try to gain compliance with the ordinance. so where have we gotten after the first 3 years. some of the benefits. it was exist to compile this information. okay. what benefits is it bringing forward. we've seen 70 promotions and when those projects are mreltd and some of them are under construction right now. there's about 27 cranes in the san francisco area and those are subject to the ordinance. so that will be about 56 acres managed. it will remove 7.6 million gallons. we expect many benefits where

we're permit compliant. particle when the redevelopment areas go under construction all those areas are under construction. we want to list some of the quality active benefits. clearly the main benefit is that the private session projects are contributing to our performance without adding costs. we have a maintenance agreement they reported at the recorded office. and then the outreach and education through the product review process has brought the

private sector up to speed so we hope those benefits will become manifest. i won't go through the green policies that we've built up through the storm water ordinance prelims that we will be able to use for the ssi p projects as well. and then to end the summary i wanted tow let you know the challenges and things clearly the economical procedures we've got staffing challenges. we're also seeing in the largest areas it's a coordination process. it's a big opportunity for all

maintenance and there's a lot of value we're getting but are we perpetrate as an agency to hel review those projects and bring them online and there's some issues for job creation and multiple benefits i think it's really important to track. i want to get a sense of that >> there's a lot of packed in there. that's a great question. i think at this point now we're seeing such on upswing we're not currently staffed for the future. but our project review staff is currently at their limit so we will be strategyizing about staffing and professional services to get us through to

the next budget kindly and you'll see new proposals in there how this unfolds. on the green jobs that you pointed out that's a really interesting area we're just now getting so what and work with the community benefits team. one pie we're working on is the maintenance tool that will help us to understand all the green infrastructure things that are coming our way and to maintain it whether it be private or public sector. but, yeah i think staffing will definitely - >> not only the jobs but the economical opportunity and economical benefit even if there's a beautification peace

that comes along with the projects. i don't know when but for this much investment financially this is what you're going to bet get out. the other two you're probably further ahead in quantity first degree. >> any other comments. i'd asked a question that probably wasn't altogether fair and that's what kind of monitoring or measurement going on. that being said there maybe some opportunities here to use those very real life projects that's implemented by people who are doing this as part avenue their

sure. go ahead >> okay. the way i look at it is one of the commissioner one of the wise commissioners said that something called implementation. but what really is important is evaluation. and what we really need it i am peril data. what's happening with our city is that there are a number of gimmicks being played roadway. we have the matter m a t h e r auditors which the city now wants to change. and this effects terminating. we know that the shoreline is prone to flooding but we also

know that a lot of the infield is there is of poor quality. we have thirty thousand hot spots all over the city and county of san francisco that are navigate watershed. so in good faith we can come up with what we term to be green ideas but what is most important is what goes into the bay. what really encompass into the bay? right now the contamination in the bay are not pretty. it's not just what people flush down including dog and cat poop

some of us know about this but a lot of us are blind. we have very few people who ask the right questions. we can either address this project in a realistic manner like they do in europe or have a lot of fluff. so this is a golden opportunity because we have the experts and hopefully, you all are going to be hiring some good stuff not some stuff who are shallow and have no expertise but come up with those gimmicks. good staff so they take us to a bitter place. i'm glad we have one or two

commissioners that are blessed with experience and intelligence to at least ask the right questions thank you very much >> juliette ellis 2013 summer youth program and a good afternoon. juliette for external affairs. the purpose of this presentation is to give all a brief update for the workforce initiative over the summer to be a good neighbor as well as deal with the issues of the agencies. and so today i'll give you both - a quick update of the add back

to the san francisco utilities. talk to you how we're to maximize the youth issues over the summer by leveraging the programs that the puc is having. and developing core elements across the internship programs and i'll close with the next steps that closing includes an item you'll be looking at in our business section. so for the current budget cycle the board of supervisors added back one-hundred $4 million to be used in the youth programs. this is consistent with the mayor's effort to really lift up and maximize opportunities over

the summer. to his goal is to make sure that 6 thousand people are to be employed. and the summer we have about seven hundred and 20 told us every year. and for this upcoming summer we're implementing budget deadline issues. we have a long track record of implementing youth programs so whether it's through the youth project or the summer programs we'll be using the ad funds. in addition we'll are piloting a process where we'll be engaging nonprofit as part of the

strategy that will be tied to the f i p projects. we'll be trying to scale what works. and the evaluation and monitoring will be done this summer. this slide shows a list of the programs that the f ic already supports. this is a partnership with the department of public works. there's the internship programs which is with the family department. there's the south east summer

internship program that is in partnership with the a caldwell and then we'll be scaling up the project that is partnership with the sheriff's department. and then lastly, the cabin summer program will be spearhead by one of our private sectors. expanding those is where the funds will go to. it allows us to leverage the variations programs. and in addition it let's us continue to partner with our private sector partners. the other component which we are

really excited but has us expanding beyond the promises to partnership with the agency throughout san francisco. where youths will be gaengd to go to all the activities. that ends up where the non profit community allows us to see have investments that are happening outs in the community. and it allows us to help the

disadvantaged folks. logically to pilot this new exponent that will have us developing around the pilots is we're asking you to give the general manage approval to solicit proposals that will be in june to budget local organizations with an average grant of around $10,000. and the projects would be completed around the end of the summer. we're working across the programs. those programs are happening you know the young people are based on what programs they'll be

coming through. and we're developing the garden projects that they would have common messages and material and have the same opportunities for employment. all of the young people will have the same opportunities to go on the sewer tours and we would create a process to track the young people over time so if a young person do they come back the way they came or go on for more tours. so seeing a benefit to the agency as we educate that next germane. and at the same time create this you diverse piping of folks who can help meet our employment

these yesterday we had 3 knuckleheads go into the mission and shoot people and need to be caught apparently we have some very serious you problems in the southeast sector we deal with on a daily basis. and the mayor is aware of it. and so is chief gregory. and we do this in our own way. you've seen some of the young money amino come here before and they put their lives on the line. commissioners what really helps a human being is to get a career job like all of you have a

career. so did i. always proud to do my job putting in the extra hours and very proud that the six united states army gave me watch. and one when i used my logistics to help folks in the 1987 earthquake. we can start introducing our youth i don't like calling them kids our youth introduce them to contrary jobs. that's what we need. the mayor means well.

had under the d.c. u i think is a youth and family that we had a few agencies in our community that is very violent to the existence of the community. did not get funded. i i would like to see o agencies that did not get funded from various other city agencies be considered for funding under oath opportunities in the city where they're a lot of agencies their well-connected and they get money await even having to ask. they're representing the mass they get most of the money but still there are other agencies

in the community. is not funded. and we would like to see these agencies that is vital to the community in other ways be moved to the top of the list and be considered as one of the agencies getting funded under this program >> thank you for those comments and a thank you. i think the summer workforce program is really great. i have heard kind of a common themes which is around community outreach and response to the rfps. i'd like to invite anybody to submit any names to our secretary of organizations that might be qualified are we should be doing further
